A UL fire "Class" number is the maximum interior temperature the safe holds while its exterior is driven to furnace heat for a stated duration:

"Net working time" is a specific, narrower clock than it sounds — it only counts seconds a tool is actually in contact with the safe. A TL-15 safe surviving a real attack, with tool changes and pauses, typically holds out well past 15 wall-clock minutes.
